EconLabGalicia presents Galicia’s experience at the OECD as a benchmark in fiscal risk management.

Santiago Lago-Peñas took part at the OECD headquarters in Paris in the presentation of Galicia as the only Spanish regional case study included in the analysis of subnational fiscal risk management. The director of EconLabGalicia presented the results of the study prepared for the Organization together with María Cadaval Sampedro, Xoaquín Fernández Leiceaga, and Alejandro Domínguez Lamela.


The Autonomous Community of Galicia is the only Spanish case included in the OECD report, a recognition that highlights the international interest in its budget management practices. The study examines both the strengths of the Galician model—tax compliance, a moderate level of debt, and the existence of monitoring and control mechanisms—as well as the structural challenges affecting its public finances, including population ageing, territorial dispersion, and rural depopulation, which increase the unit cost of public service provision. It also considers climate-related risks such as wildfires and flooding.


Among the main opportunities for improvement in moving toward comprehensive governance that strengthens fiscal resilience, the report highlights the value of introducing an annual fiscal risk statement to integrate the identification, quantification, and prioritization of risks into multi-year budget planning, thereby enhancing transparency, anticipatory capacity, and financial resilience.
